The A & N Islands (Panchayats) Regulation, 1994 notified on 8th Dec., 1994 which extends to whole of A & N Islands except municipal and tribal areas.

Three tiers system has been formed namely Gram Panchayats (village level), Panchayat Samities (Intermediate level) & Zilla Parishad (District level)

First Election for PRIs was held in Sept., 1995

Thereafter elections were held in September, 2000, 2005, 2010 & 2015.

Reservation

  • SC - There is no notified SC in this UT.
  • ST - No Reservation
    (The total population of the ST in each constituency is less than half the population required to fill one seat.)
  • One-third Seats Reserved for women in each tier
  • Reserved seats allotted by the Election Commission by Rotation to different Constituencies
  • 1st & 3rd year of term for Adhyaksh post of Zilla Parishad is reserved for women.

Mechanism for Transfer of Funds to the PRIs

  • PRIs submitting applications in the prescribed format with Utilization Certificate.
  • After scrutiny the Directorate of RD, PRIs & ULBs submitting the proposal to the Administration with the recommendation.
  • The Administration sanctions Grant-in-Aid after getting the approval of the Administrator.
  • Directorate of RD, PRIs & ULBs draw the amount through cheque and forward to the each tier of PRIs directly without channelizing through District Panchayat.
